City Council meets at 7PM tonight

PN Update: Naperville City Council meets tonight at 7PM at the Naperville Municipal Building, 400 S. Eagle Street. The public always is welcome to City Council meetings and workshops.

PN’s online opinion poll welcomes readers to assist in a non-binding, unofficial, unbiased survey to have available to City Council in time for tonight’s meeting.

The PN polls are intended to reflect an “all in” number, including all salary and benefits.

Note: At the request of readers, the second poll about Mayoral compensation was added after the first 100 readers responded to the poll about City Council compensation.

Also, only one vote per person will be tallied. To be fair, PN will be making a final adjustment to the poll and eliminate multiple votes from the same IP address.

Posted May 16, 2014: The Naperville City Council will meet in Council Chambers Tuesday, May 20, beginning at 7PM. Council Chambers is located in the Naperville Municipal Center at 400 S. Eagle St. Any resident wishing to speak up to three minutes in the public forum must sign up ten minutes prior to the start of the meeting.

This online service available for all residents is much appreciated in the name of transparency. Within hours of twice-monthly City Council Meetings and other workshops, entire videos without edits are posted in an archive for review as a way to watch local government at work.

Inquiries to PN 

Since PN placed its poll online, a number of inquiries have arrived off line about our city’s governing bodies. Since 1969, Naperville has been a Council-Manager form of government as provided by state law.

As written on the city’s website, “the City of Naperville operates under a Council-Manager form of government with eight departments working to support the city’s motto of ‘Great Service – All the Time.'”

Members of the City Council are policy-makers. Currently, City Manager Doug Krieger, appointed by the City Council, is responsible for executing the policies established by the City Council. The city’s website hosts an enlightening Q&A on Council/Manager Form of Government.

The city’s fiscal year runs May 1 to April 30. Any changes to compensation currently under discussion by City Council will begin in FY2015, May 1, 2015.

The City’s website also posts a handy pie chart that provides the breakdown of where local taxes are spent. According to 2014 explanations, the City of Naperville’s percentage based on township, county and school district is between 10 and 13 percent of the tax bill.

City Council meetings are broadcast live on cable government access TV, channels 6 (WOW) and 10 (Comcast) and streamed online at www.naperville.il.us.

Again, residents who wish to address City Council (Prepare in advance to speak up to the three-minute limit) are asked to sign up at least 10 minutes prior to the meeting with the City Clerk. Thanks.

Other local governing bodies

In addition, Naperville is served by two school districts, Naperville Unit School District 203 and Indian Prairie Unit School District 204, as well as the Naperville Park District.  All three of those governing bodies operate with boards and budgets independent of the City.

Also, Naperville is served by six townships, Naperville, Lisle, DuPage, Wheaton, Milton and Winfield.
