A City Council Ballot Lottery Drawing is set for noon Tues., Dec. 1, 2020, outside the Naperville Municipal Center near Jaycees Park. Simply walk along the path as it winds toward the back door at 400 S. Eagle Street.
During the final hour to file to run for City Council, Benny White turned in his petitions at 4:05PM and Mark V. Urda turned in his packet at 4:18PM.
Considering that 11 petition packets of 20 taken were in the hands of the City Clerk with about 40 minutes to go, PN waited at the lower level door from the parking lot until 5PM to see if any other nine prospective candidates who had signed out packets would show up. All was quiet.
In order of filing, the first nine City Council candidates were John Krummen, Jennifer Bruzan Taylor, Ian Holzhauer, Vasavi Chakka, Paul Leong, James Haselhorst, Allison Longenbaugh, Vincent Ory and Lucy Chang Evans.
All candidates will vie for one of four four-year seats on the 9-member City Council.
According to City Clerk Pam Gallahue, the names of all candidates who were waiting in line at or before 8AM Nov. 16 will be placed into a lottery to determine who will appear first on the ballot.
The names of the two candidates who submitted petitions between 4 and 5PM Monday, Nov. 23, will be entered into a separate lottery to determine who will appear last on the ballot.
Both lotteries will take place at noon on Tuesday, Dec. 1. outdoors on the east side of the Municipal Center, near Naperville Jaycees Park.
Any petitions submitted after 8AM Nov. 16 and before 4PM Nov. 23 will appear in the order in which they were received.

Further clarification regarding petitions and lotteries
Petitions are considered simultaneously filed if they were received by the City Clerk’s office at 8AM on the first day of the filing period or between 4 and 5PM on the final day. The names of all candidates who were waiting in line at or before 8AM Mon., Nov. 16 will be placed into a lottery to determine who will appear first on the ballot.
The names of all candidates who submitted petitions between 4 and 5PM Mon., Nov. 23, will be entered into a separate lottery to determine who will appear last on the ballot.
Any petitions submitted after 8AM Nov. 16 and before 4PM Nov. 23 will appear in the order in which they were received.
Why a lottery?
The state of Illinois requires the local election authority to conduct a lottery within nine days after the last day of the petition filing period. The lottery is open to the public and candidates are not required to attend. The City will follow all COVID-19 mitigations and will hold the event outside to better allow for social distancing. Attendees are asked to wear a mask, wash their hands or use hand sanitizer before attending and maintain six feet between themselves and others.
