DuPage County Announces Support for Animal Welfare Act

Senate Bill 3078 to prohibit sale of dogs and cats from commercial breeders

The DuPage County Animal Services Committee unanimously voted to support Senate Bill 3078 which amends the Animal Welfare Act, providing that statewide, a pet shop operator may offer for sale a dog or cat that is obtained only from an animal control facility or animal shelter. Committee members voted to support the bill during a special call Animal Services Committee meeting on Feb. 12.

A ban on the sale of commercially bred pets has been on the DuPage County Board’s state legislative priorities list since 2018. In the absence of state legislation, DuPage County Board Animal Services Committee Chairman Brian Krajewski has led efforts supporting the adoption of similar humane ordinances by other Illinois local governments. To date, 14 cities and counties in Illinois have adopted humane pet shop ordinances since the DuPage County Board made the issue a priority.

“SB 3078 will protect consumers, address concerns of public health risks, promote responsible breeders and adoptions from shelters and rescues, while also reducing demand for animals sourced from inhumane conditions,” said Krajewski. “We are asking all local units of government to consider passing a resolution in support of SB 3078. We are partnering with local rescue groups and advocates to get the word out to Illinois residents. Together we can get this done.”
