WHEREAS, The members of the Illinois House of Representatives wish to congratulate Phil Maughan on being elected State Commander of the Illinois VFW at the 94th annual Illinois State Convention on June 13, 2015; and
WHEREAS, Phil Maughan served honorably in the United States Army from September of 1969 through July of 1971 with the 82nd Airborne Division at Fort Bragg and with the 7th Battalion, 15th Field Artillery, First Field Force in South Vietnam; he received the Bronze Star with Oak Leaf Cluster, the National Defense Ribbon, the Vietnam Service Medal, the Vietnam Campaign Medal, and the Republic of Vietnam Cross of Gallantry with Palm; and
WHEREAS, Phil Maughan joined Naperville’s Judd Kendall VFW Post 3873 in 1989 and has served the post in many officer positions, including All State Post Commander and All American Quartermaster; he has served a variety of roles in District 19, including All American District Commander for 2012 and 2013; at the State level, he was the Voice of Democracy Director for 4 years after serving as the Assistant Director for 7 terms; he has been on the National Programs Committee for 4 years and was named National Aide de Camp 3 times; he is a Gold Legacy Life Member of Judd Kendall VFW Post 3873; and
WHEREAS, Phil Maughan is also a member of the Military Order of the Cootie, the American Legion (past post commander), 82nd Airborne Association, the 15th Field Artillery Association, the National Veterans Art Museum (currently a member of the Board of Directors), the Pritzker Military Library, the American Institute of CPAs, the Illinois Society of CPAs, and the Financial Executives Institute, of which he is a past President and longtime board member of the Chicago Chapter and past Chairman of the National Membership Committee; and
WHEREAS, Phil Maughan retired from the Northern Trust Company as CFO of its Operations and Technology group; he and his wife, Marcy (Life Member of VFW Post 3873 Ladies Auxiliary), live in Naperville; they have 3 children and 10 grandchildren; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Phil Maughan on being elected State Commander of the Illinois VFW and we wish him much success in his new position; and be it further
RESOLVED, That a suitable copy of this resolution be presented to Phil Maughan as an expression of our esteem and respect.
