Municipal Officers Electoral Board Rules on Objection to City Council Nomination Petition

The City of Naperville informs residents and interested parties that the Municipal Officers Electoral Board reconvened Thurs., Dec. 5, 2024, on the objection to the City Council nomination petition of Nag Jaiswal in the upcoming 2025 Consolidated General Election.

The local electoral board, comprised of Mayor Scott Wehrli, Naperville City Clerk Dawn Portner and Naperville City Council member Patrick Kelly, opened the hearing for Case Number 24-01, (Dianne) McGuire et al. V. Jaiswal on Wed., Nov. 13, 2024. The case was continued to Dec. 5 so that a record check could be conducted at the parties’ request concerning the objector’s challenges to the candidate’s petition signatures.

Both parties appeared before the Board on Dec. 5, and a hearing was completed. The Board found in favor of Candidate Jaiswal, voting 3-0 to overrule the objection. The Board’s decision is final and appealable.

On Nov. 4, 2024, Naperville City Manager Krieger officiated during a lottery to determine the ballot order of seven City Council candidates in line at 8AM Oct. 21, to submit petition packets on the first day to file. Candidates who filed on the last day would be last on the ballot.

By lining up at 8AM Oct. 21 to turn in petition packets, seven individuals—Meghna Bansal, Jennifer Bruzan Taylor, Mary Gibson, Ian Holzhauer, Derek McDaniel, Ashfaq Syed and Benny White— qualified to participate in the drawing for ballot order for the Municipal Election set for April 1, 2025. That lottery day, the ballot order of City Council hopefuls was #1, Benny White; #2, Mary Gibson; #3, Jennifer Bruzan Taylor; #4, Ian Holzhauer; #5, Derek McDaniel; #6, Meghna Bansal; and #7, Ashfaq Syed. With today’s ruling, #8 on the ballot will be Nag Jaiswal.

Up for election on April 1, 2025 are four-year terms of four City Council positions. To qualify as a candidate, candidates must be a registered voter of the City of Naperville and have resided within the City’s corporate limits for at least one year.
