City of Naperville announces New Deputy City Manager and Human Resources Director

Above / City of Naperville Municipal Center is located at 400 S. Eagle Street in the heart of the Central Business District along the DuPage River.

The City of Naperville has announced the promotion of Pam Gallahue as the new Deputy City Manager and the hiring of Blaine Wing as the new Human Resources Director. Poised to lead and support various teams of employees from several City departments, Gallahue and Wing are well-suited to oversee the City’s staff and daily operations while working toward Naperville’s long-term goals and planning for the future.

Gallahue is a seasoned municipal government professional having served in many roles over the span of her 27-year career with the City of Naperville. Pam started her career in the Police Department, moving next to the Transportation, Engineering and Development Business Group before being appointed as the City Clerk in 2007. In 2012 she assumed responsibility for the Information Technology Department and most recently she has served as the Director of the Community Services Department overseeing the City Clerk’s Office, community grant programs, citywide special event coordination, and the City’s sustainability efforts.

“I’m humbled to have been selected to serve not only the community, but also our employees, in a new role,” Gallahue said. “Over my 27 years with the City of Naperville, I have been fortunate to work in five different departments, be assigned complex and unique projects, and build positive relationships across the organization and with community members. I have learned so much about people and process from my various roles and I will bring all my experiences to the deputy city manager position. Among other responsibilities, I will continue my involvement in developing tomorrow’s public sector leaders as well as working to create a strategic roadmap for the City. I look forward to the future and doing my part to maintain Naperville’s commitment to excellence.

Wing started with the City on June 26, 2023, after serving in several public sector roles for the last 23 years. His career began in Michigan at the City of Battle Creek before moving to Illinois to serve as the Assistant to the Manager in the Village of Flossmoor. His next role was with the Village of Cary as Assistant Village Administrator. Wing also served as the Assistant Village Manager for Oak Brook and the Director of Human Resources for Des Plaines. His last full-time position before joining Naperville’s leadership team was serving as the City Manager for the City of Rochester in Michigan.

“Filling leadership roles is a particularly important task, as these are the individuals who will set the tone and expectations for the employees in their departments,” City Manager Doug Krieger said. “We strive as a City to hire the best of the best to ensure that the level of service our residents enjoy is maintained while also taking data-driven and innovative approaches to problems to enhance our community’s future. I have no doubt that both Pam and Blaine will contribute greatly to Naperville’s successes for years to come.”
