Park District Board approves resolution urging Governor’s veto of HB3653

At its January 28, 2021 meeting, the Naperville Park District Board of Commissioners unanimously approved Resolution 21-01 “Regarding HB 3653 (Criminal Justice Reform Bill) Disapproving of the Legislative Process and Recommending Governor Pritzker’s Veto.”

Commissioners recognized the merit in the national conversation on policing and recognized the unique contributions of the Park District Police. The Commissioners discussed their concerns about the immediate impact of the legislation on the District’s officers to keep patrons of the various park facilities safe. The Board of Commissioners was particularly concerned that not enough time has been allowed for training of Park Police to implement the directives of the new law before various parts of the legislation would – if not vetoed – take effect on July 1, 2021.

The Resolution further directs the new 102nd General Assembly “to work collaboratively with interested parties on a criminal justice reform bill that will be subject to a fair and transparent legislative process and that will create a realistic opportunity to train law enforcement personnel on the new requirements.”
