CROSS CONNECTION CONTROL PROGRAM SURVEY. Every two years, municipalities are required by the Illinois Environmental Protection Agency to perform a backflow survey that identifies potential cross connections in the drinking water system. Every system in the state must have a cross connection control program, also known as a backflow prevention program, to help prevent the public water supply from sources of contamination.
