History of 2015 Naperville Municipal Election process, Aug. 26-Dec. 1, 2014

_DSC2170.NEFUPDATE Dec. 1, 2014  /  From the City Clerk’s Office: The lottery to determine ballot order of Mayor and City Council candidates who simultaneously filed petitions to run in the 2015 Consolidated Election will take place at 4PM on Wednesday, Dec. 3,  in City Council Chambers of the Naperville Municipal Center, 400 S. Eagle St. The lottery viewing is open to the public and candidates are not required to attend.

The order of filing determines the position of a candidate’s name on the ballot. All petitions that were filed by people waiting in line at the City Clerk’s office at or before 9AM on Monday, November 17 – the first day to file candidacy papers – and after 4PM on Monday, November 24 – the last day to file candidacy papers – were considered simultaneously filed. Because two or more individuals were in line filing papers for the same office on those dates and times, the City Clerk will determine the order of candidates’ names on the ballot via a lottery.

Any petitions that were submitted after 9AM on November 17 and before 4PM on November 24 will be on the ballot in the order they were received.

PN Update Nov. 24, 2014 / The following is a run down in order of how the candidates for Naperville City Council picked up petition packets and filed to participate in the next Consolidated Election. Hopefuls had filed by 5PM on Nov. 24, 2014, to vie for a place on the ballot on April 7, 2015.

Candidates for Mayor

Candidates for mayor are Steve Chirico, Douglas P “Doug” Krause, James Haselhorst, Marty Walker and Matthew J. Dubiel.

Candidates for City Council

Candidates for City Council are Robert Hajek, Richard “Dick” Furstenau, H. Thomas O’Hale, James “Jimmy” Bergeron, Joe McElroy, Patricia “Patty” Gustin, Wayne Floegel, John Krummen, Paul Hinterlong, David G. Wentz, Judith Brodhead, Nancy J. Marinello, Bill Eagan, Kevin Coyne. John J. Colletti, Stephen M. Purduski, Rebecca Boyd-Obarski, Steve Peterson, Kevin Gallaher and Becky Anderson Wilkins.

PN Update, Nov. 17, 2014 / Filing begins for City Council and 19 hopefuls show up the first day to turn in nominating petitions.

Six candidates who turned in petitions for City Council left before all hopefuls had filed. By 10:30AM Nov. 17, 19 candidates were slated to run for City Council. Filing ends at 5PM Nov. 24.

Candidates for mayor are Steve Chirico, Douglas P “Doug” Krause, James Haselhorst and Marty Walker.

Candidates for City Council who were in line by 9AM are Robert Hajek, Richard “Dick” Furstenau, H. Thomas O’Hale, James “Jimmy” Bergeron, Joe McElroy, Patricia “Patty” Gustin, Wayne Floegel, John Krummen, Paul Hinterlong, David G. Wentz, Judith Brodhead, Nancy J. Marinello, Bill Eagan and Kevin Coyne. John J. Colletti filed later in the morning.

PN Update, Nov. 15, 2014 / Rebecca Obarski (City Council) picked up a nominating petition packet on Nov. 14, 2014.  

To date, six packets have been released indicting interest for the office of Mayor and 32 for City Councilman. One packet was picked up for “General info.” The first date to file to run for Naperville City Council is Mon., Nov. 17. The City Clerk’s Office opens at 9AM. Filing ends exactly at 5PM Mon., Nov. 24.   If you plan to file at the end of the final day, we suggest you arrive by 4:45PM at the latest. The window gate to the City Clerk’s Office closes at 5PM, no exceptions. We have witnessed a shut-out.

**Updated Nov. 24 to show candidate

Note:  One seat is open to run for Naperville Mayor. Eight seats are up for election to serve as a City Councilman. The Consolidated Election for City Council will be April 7, 2015. If more than four candidates turn in filing petitions to run for mayor, a primary will be held in February 2015. If more than 32 hopefuls file to run for one of eight seats for City Councilman, a primary will be held in February.

The City Clerk’s Office is located just off the main lobby at 400 S. Eagle Street. Hours are 9-5.

Interested individuals still can enter the run for City Council, comprised of nine elected officials, including the mayor, each with an equal vote on the issues.  Nomination Petition Packets are available in the City Clerk’s Office, 400 S. Eagle St.  The filing period in order to run for City Council/Mayor in the Consolidated Election on April 7, 2015, takes place Nov. 17-24, during regular business hours.

PN Update, Nov. 10, 2014 / The City Clerk’s Office released news today that the 37th and 38th nominating petition packets were pulled. “Anonymous” picked up packet #37 for Mayor and  Harry Thomas O’Hale, #38, noted his interest in City Council.  

PN Update, Nov. 6, 2014 / The City Clerk’s Office released news today that on Nov. 5, 2014, the 35th nominating petition packet was pulled by Robert Hajek. Hajek noted his interest in City Council.  

PN Update, Nov. 4, 2014 / The City Clerk’s Office released news today that one additional nominating petition packet was pulled by Jim Bergeron with interest in City Council.

PN Update, Nov. 3, 2014 / The City Clerk’s Office released news today that three additional nominating petition packets have been pulled with interest to serve the Naperville City Council.  Packet No. 32 went to Ed Wilkins for City Council, No. 33 went to Ed Wilkins for Mayor and No. 34 went to John Colletti.

PN Update, Oct. 31, 2014 / The City Clerk’s Office released news today that an additional petition packet had been picked up at the Naperville Municipal Center. Steve Steve Puruski indicated interest to run for City Council.

PN Update, Oct. 27, 2014 / The City Clerk’s Office released news today that three additional petition packets had been picked up at the Naperville Municipal Center. On Oct. 22, Daniel Patt noted his interest for “General Info” as be the 28th resident on the list.  On Oct. 27, two more residents, Steve Born (City Council) and Judy Brodhead (City Council) took out packets #29 and #30.  (Note that Brodhead also picked up a packet on Aug. 27.)

PN Update, Oct. 20, 2014 / The City Clerk’s Office released news that Patty Gustin picked up a nominating packet last week to run in the April 2015 City Council Election. The request did not indicate the seat she intends to fill.

PN Update, Oct. 15, 2014 / Today at 1PM, PN confirmed with the City Clerk’s Office that Mike Barbour had picked up a nominating petition packet, indicating interest in running to serve as a City Councilman on the Naperville City Council.

PN Update, Oct. 14, 2014 /  According to the City Clerk’s Office, one additional nominating petition packet, the 25th, was picked up by Dick Fursteneau on Columbus Day.  Fursteneau noted his interest in running for City Council.

PN Update, Oct. 9, 2014 /  Two additional nominating petition packets were picked up today for circulation to serve on City Council, according to the City Clerk’s Office. The 23rd packet went to Kevin Gallaher and the 24th went to Vasavi Chakka.

PN Update, Oct. 6, 2014 / According to the City Clerk’s Office, newcomer Tony Smith picked up a nominating petition packet today, indicating his desire to run for City Council.

PN Update, Oct. 3, 2014 / According to the City Clerk’s Office, Doug Krause made it official on Fri., Oct. 3, that he’s changing the question mark alongside his name on the petition packet pick-up list to indicate he’s throwing his hat into the race for Naperville Mayor. Krause will join three other residents vying for the seat filled for nearly 20 years by Mayor George Pradel. First to indicate interest in the four-year position was Steve Chirico, followed by Martin Walker, Jim Haselhorst and now Krause.

PN Update, Sept. 23, 2014 / At approximately 12:30PM today, the City Clerk’s office received a visit from Martin Walker who took out a petition packet, designating his desire to run for Naperville Mayor.

PN Update, Sept. 14, 2014 / Today, the Daily Herald Editorial Board asks a good question, “Why not run in local election?”

PN Update, Sept. 12, 2014 /  The City Clerk’s office reports that John J. Krummen picked up a petition packet on Thurs., Sept. 11,  indicating his interest to serve one of the eight seats for Councilmen on the Naperville City Council.  To date, of the 20 packets pulled, only one hopeful has designated the desire to serve as Naperville Mayor.  All seats will be up for election in the next municipal election. (Scroll down to Aug. 22, 2014 post for details about qualifications, term limits, etc. The filing period begins on Nov. 17 and ends Nov. 24, 2014.)

PN Update, Sept. 5, 2014 /  After a day when no one expressed interest in pulling a packet, the City Clerk’s office reports that Robert Patt picked up a petition packet today designating interest in City Council.

PN Update, Sept. 4, 2014 / While your PN editor was out of town for a few days, the City Clerk’s office sent news that on Sept. 2, James DerKacy picked up a petition packet to run for “City Council ?”; then on Sept. 3, Nancy J Marinello picked up one to run for City Council.

PN Update, Aug. 29, 2014 / Today’s release from the City Clerk’s office includes one more name on the list of packet pick-ups for a total of 16 prospects running to serve the Naperville City Council:  Joe McElroy (City Council).

PN Update, Aug. 28, 2014 / Today’s release from the City Clerk’s office includes one more name on the list for a total of 15 prospects running to serve the Naperville City Council. Add new-to-the-local-political scene, Michael Wolff, who took a packet for City Councilman.

PN Update, Aug. 27, 2014 / The release from the City Clerk’s office today includes 14 names, some with question marks.  By 4PM Wednesday, two more residents had picked up packets… Steve Peterson (City Council) & James Haselhorst (?).  City Clerk’s office closes at 5PM. 

At 5:32PM, the City Clerk’s list of 14 names included all 12 individuals from Aug. 26. In order of packet pick-up, individuals are Doug Krause (?), Kevin Coyne (City Council), Bill Eagan (City Council), Matthew Eastman (City Council), Steve Chirico ( Mayor), Janice Marie Anderson (City Council), Judy Brodhead (City Council), Scott Albrecht (City Council), Dave Wentz (City Council), Wayne Floegel (City Council) and Paul Hinterlong (2 ??).

PN Update, Aug. 26, 2014Just as the City Clerk’s office opened at 9AM Tues., Aug. 26, Doug Krause and Kevin Coyne were in line to pick up their packets to run to serve on the Naperville City Council. Coyne, a member of the Naperville Plan Commission,  is running for City Council. Councilman Krause didn’t say if he were going to run for City Council or for Mayor.

Shortly after 9AM, Kevin Coyne and Doug Krause had picked up nominating petition packets to run to serve City Council. All candidates must get 168 signatures of registered voters in DuPage or Will counties by Nov. 24, 2014, to be on the 2015 spring ballot.

PN waited until 9:10AM to see if any other early birds would arrive. By mid-morning, a call into the City Clerk’s Office revealed Councilman Steve Chirico had picked up a packet to run for Mayor. Also, Park District Commissioner Bill Eagan as well as newcomer to the public election scene Matthew Eastman had picked up packets to run for City Council.

By the end of business hours, Scott Albrecht, Janice Marie Anderson and Wayne Floegel also had visited the City Clerk’s office to request petition packets. Note that the individuals who pick up packets sometimes do not run and other folks could be procuring the petition paperwork for somebody else.

Illinois Gubernatorial Election was Nov. 4!

Thanks to all voters who participated in the Gubernatorial Election. Find election results at Illinois Gubernatorial Election on Nov. 4.

Now that Councilman Grant Wehrli has been elected to serve as a State Representative in Springfield, Councilman Bob Fieseler has said he is not running for re-election and both Councilman Doug Krause and Councilman Steve Chirico have picked up packets to run for Mayor, four (4)  City Council seats are empty.

Want to run for City Council or Mayor to serve the City of Naperville?

Posted Aug. 22, 2014 / Beginning Tues., Aug. 26, 2014, petitions for candidates seeking to run in the 2015 Naperville municipal election are available in the City Clerk’s Office at the Naperville Municipal Center, 400 S. Eagle St.

To qualify as a candidate, you must be a registered voter of the City of Naperville and have resided within the corporate limits of the City for at least one year. Petitions for nomination are filed with the City Clerk’s Office. The filing period will take place from 9AM to 5PM Mon., Nov. 17, 2014, through Mon., Nov. 24, 2014, excluding weekend days.

Park Board of Commissioners / School Board Members / One-week filing period begins Dec. 15

Candidates interested in Naperville Park District Board of Commission can pick up nominating petition packets now!

Candidates interested in membership on School Boards 203 or 204 can pick up nominating petition packets now, too! (Note: The highest portion of your local tax dollars, up to 75 percent, is managed by members of the school boards.)

Primary, if necessary, is Feb. 24, 2015 / Consolidated Election is April 7, 2015

A Consolidated Primary Election will be held on Tues., Feb. 24, 2015, if more than 32 candidates file for City Council or more than four candidates file to run for Mayor.

The Consolidated Election will take place on Tues., April 7, 2015.

Up for election in 2015 are the four-year position of Mayor and all eight City Council positions. All eight positions are up for election in 2015 due to the decision made by voters in 2013 to retain the existing “at-large” system of Council representation. This action reversed a 2010 referendum question that called for the establishment of districts by 2015.

In 2015, each voter will be able to select eight at-large City Council representatives in addition to voting for the Mayor. Districts will not be implemented.

The length of Council terms will be decided by the total number of votes received. In 2015, the four Council candidates who receive the most votes will serve four-year terms and these seats will be up for election again in 2019. The next four individuals to receive the most votes will serve two-year terms. In 2017, the seats of the individuals who served two-year terms will be up for election as a four-year term. These actions are necessary to once again stagger Council terms and have half of the Council elected every two years. The Mayoral seat was not impacted in any way by the districting process and remains a four-year term.
