new voter registration period ends October 10. 

ABSENTEE VOTING
Residents who will be out of the area on November 7
for the General Primary Election can cast an
absentee ballot by mail. College students or those
who will be out of town for an extended period of
time can call their County office to obtain an ap-
plication for an absentee ballot. The County will
then handle the entire voting process by mail.

The Mayor and Naperville City Council would once again like to extend an exciting invitation to the residents of Naperville. The city is looking for community members to serve on several boards and commissions. 

Naperville residents, who are looking to get more involved in their community can volunteer to serve on one of the city's more than 15 boards and commissions. Appointments are typically reserved for Naperville residents and are made by the Mayor and City Council based on experience and
interest. 

Interested residents can submit a letter, a copy of their
resume, and a completed application for consideration to:

Naperville, Illinois, 60566. Residents can also complete an application on the city's Web site at www.naperville.il.us. To

The Rosemary Martin Democracy in Action Award
Purpose of the Award
Democracy has flourished in the United States in great part because of the commitment of citizens at the grassroots level.  Now more than ever, Americans are aware of the value we place on this system that pairs freedom with responsibility.

The League of Women Voters was formed out of the struggle to extend the rights of democracy and the full stature and power of citizenship. Knowing that rights must be exercised to reach their full value, the League continues to encourage citizens to take an active role in their government at all levels. Therefore, beginning in 2006, the League of Women Voters annually will honor a Naperville area resident, group, organization, or governing body for carrying out an initiative or program that furthers the effective participation of  citizens in government.

The award itself honors the memory of Rosemary Martin, a lifelong resident who through sustained personal commitment made a difference in our community. As a long-time leader in the League of Women Voters, Rosemary demonstrated her belief in the principle that people can and should make their voices heard in the public decision-making process, and she set an example with her positive outlook, unquestioned integrity, creativity, intelligence, and sound judgment.  The League is happy to recognize her legacy by honoring those who make democracy strong right here in our community.

Eligibility
Individuals or groups nominated for the Democracy in Action Award will have been instrumental in an activity such as one of the following:

  • Creating a forum for information -gathering on a public issue of significance to the Naperville area community
  • Facilitating and encouraging civic participation through voter registration or some other initiative
  • Providing balanced education opportunities to further informed decision-making
  • Instituting processes that welcome citizens’ involvement  and input
  • Creating an inclusive climate that encourages  civil discourse on public matter

Selection Process
The League solicits nominations from residents in the Naperville area. A review committee composed of League members, and others from time to time, will evaluate the nominations and select the recipient. The award will be announced at the League's annual State of the Community Dinner.

Residents and interested parties can watch City Council meeting videos live and on-demand on their computer with the new eAgenda system recently implemented by the City of Naperville . Television broadcasts on local cable also continues on Channels 6 and 10, depending on cable provider. Regular meetings are scheduled on the first and third Tuesdays of the month.

This service, available at www.naperville.il.us/granicus.html, allows viewers to watch video and hear audio of City Council meetings as they are happening. Once the meeting is complete, the video will be archived on the Web site for access at future times.

“One of this system’s greatest features is the ability for residents to quickly and efficiently access both the video and accompanying documentation for a particular agenda item,” City Clerk Pam LaFeber said. “You can view these items side-by-side, which helps a person better understand the discussion taking place. This can all be done from the comfort of your home.”

One of the key features of the system allows residents to quickly access the portion of the meeting they are interested in seeing. If residents missed watching the meeting live, with a click of the mouse they can view archived meetings. When you click on your agenda item of interest, the corresponding video will load and begin playing. An item of interest can be viewed without having to view the rest of the meeting.

“This is an extremely valuable service for someone like me who follows the council's activities but has satellite service and therefore can't receive WCNC,” Naperville Area Homeowners Association Associate Director Thom Higgins said. “Being able to watch council meetings in real time on my computer, especially coupled with the ability to access the agenda items displayed on the same screen, is invaluable. The system takes the concept of open government into the 21st century by making council meetings so easily accessible, an important concept which the Homeowners Confederation applauds.”
