Complaint alleges a total of 47 charges for various financial crimes and identity theft.
NAPERVILLE, Ill. — Naperville Police have secured warrants for five individuals suspected of carrying out a number of financial and identity theft crimes as part of a criminal organization of motor vehicle burglars known as the Felony Lane Gang.
A judge in Will County, Illinois, on August 25, 2017, signed the warrants, which call for the arrest of the five individuals on 47 charges for felonies ranging from cashing stolen checks and executing a scheme to defraud a financial institution to using stolen drivers licenses, debit cards, birth dates, addresses and other personal identifying documents and information. All of the incidents involved occurred in September and October 2015.
“This group has done a great deal of harm to their victims in Naperville and surrounding areas,” said Naperville Police Chief Robert Marshall. “I am extremely proud of our detectives who thoroughly investigated these crimes to bring those responsible to justice.”
For the past several years, suburbs across the Chicagoland area have been targeted by the Felony Lane Gang. This group often targets women’s purses in locked or unlocked vehicles at daycare centers, school drop-offs, gyms, dog parks, sports facilities and any other recreational area where purses are routinely locked in cars, placed under a seat, hidden beneath a blanket, or secured in a trunk.
Once successful, the members of the Felony Lane Gang use stolen checks, cards and documents to commit multiple forgeries against victim accounts. The public is reminded to always lock their vehicles and to never leave wallets or purses in unattended vehicles.
“These charges are the result of an intensive investigation by the Naperville Police Department and a thorough review of the case by prosecutors in my Complaint Division,” said Will County State’s Attorney James Glasgow. “Identity theft is a plague that can strike citizens in any community. I cannot encourage people strongly enough to take all necessary steps to protect their personal identities. Keep your vehicles locked at all times, and never leave purses or wallets unattended.”

The 47-count complaint charges the following individuals for their involvement in Felony Lane Gang activities here in Naperville:
Randi L. Randazzo, 28, of Severn, Maryland, is charged with
- Financial Crimes Enterprise (1 count) Class 1 Felony
- Aggravated Identity Theft (3 counts) Class 2 Felony
- Identity Theft (3 counts) Class 3 Felony
- Financial Institution Fraud (3 counts) Class 3 Felony
Jerome B. Glinton, 26, of Ft. Lauderdale, Florida, is charged with
- Aggravated Identity Theft (2 counts) Class 2 Felony
- Conspiracy to Commit Aggravated Identity Theft (2 counts) Class 3 Felony
- Identity Theft (4 counts) Class 3 Felony
- Conspiracy to Commit Identity Theft (4 counts) Class 4 Felony
Marcus S. Parker, 33, of Ft. Lauderdale, Florida, is charged with
- Burglary (3 counts) Class 2 Felony
- Aggravated Identity Theft (4 counts) Class 2 Felony
- Identity Theft (4 counts) Class 3 Felony
- Possession of Burglary Tools (3 counts) Class 4 Felony
Stephanie S. Martin, 36, of Glen Burnie, Maryland, is charged with
- Aggravated Identity Theft (2 counts) Class 2 Felony
- Identity Theft (2 counts) Class 3 Felony
Stephanie S. Martin, see above, and Michael T. Butler, 35, of Glen Burnie, Maryland, together are charged with
- Aggravated Identity Theft (3 count) Class 2 Felony
- Identity Theft (4 counts) Class 3 Felony
Once apprehended, bail for all five individuals has been set at $750,000, with 10% to apply.
The Naperville Police wish to remind the public and the news media that a charge is merely an accusation, and a defendant is presumed innocent unless proven guilty.
