Submit by mail or in person

Project applications can be submitted by mail to: Ruth Broder, City of Naperville, Transportation, Engineering and Development Business Group, 400 S. Eagle St., Naperville, IL 60540.

Applicants can also drop off the materials in person at the Development Services Counter located on the first floor of the Naperville Municipal Center, 400 S. Eagle St. Once applications are submitted to the City, they will be reviewed before being sent to the City Council for consideration.

The Department of Housing and Urban Development (HUD) determines the amount of each entitlement grant by a formula which uses several objective measures of community needs, including the extent of poverty, population, housing overcrowding, age of housing and population growth lag in relationship to other metropolitan areas.

While following federal guidelines established by HUD, the City of Naperville awards organizations, or sub-grantees, funding that is dispersed for a variety of uses that include public services, grant administration, public facilities, infrastructure improvements and housing programs, principally for low- and moderate-income persons. For more information on HUD, visit www.hud.gov.
