City asking for comments on new cobra-head street lights used in test locations
The City of Naperville is seeking public feedback on new light emitting diodes (LED) lights that are being considered for purchase as part of the City’s retrofit upgrade of more than 11,000 street lights throughout Naperville.
The City has established a LED Pilot Program that begins Monday, April 7. As part of the pilot program, the City is sampling LED lights from six manufacturers that have met City specifications through a Request for Qualifications (RFQ) process that began in 2013. These LED lights have been installed at eight test sites throughout the City that are referenced below and are labeled with a sign for easy identification. Staff will analyze the fixtures’ performance in different roadway scenarios which range from local residential streets to major arterial roadways.
The City is asking the public to review the test site locations and provide comments through an online survey. The public can access the survey by visiting www.naperville.il.us/ledupgrade.aspx, and participants can take the survey multiple times if they wish to visit more than one location. Feedback can also be provided via phone to the Department of Public Works by calling (630) 420-6095. All comments will be accepted until the end of the day on Sunday, April 20.
The eight locations with sample LED lights include:
- Location A: Springdale Circle (west side) from Dewhurst Street to Greenfield Court, in the Brook Crossings subdivision adjacent to Gregory Middle School
- Location B: Century Farm Lane from William Penn Drive to Commons Road in the Century Farms Subdivision
- Location C: Fort Hill Drive (east side) from Quincy Avenue to Aurora Avenue
- Location D: Jefferson Avenue from Ogden Avenue to Encina Drive
- Location E: Diehl Road (double head poles in center island) from Park Avenue to Washington Street
- Location F: Naper Boulevard (west side) from Plank Road to the Burlington Northern Santa Fe Railroad
- Location G: Raymond Drive from River Road to Ogden Avenue
- Location H: Rickert Drive from Sequoia Road to Sanctuary Lane

Feedback obtained from the pilot program will be compiled along with staff evaluations to score the six vendors’ lights in order to move to the next phase of the RFQ process. After the selection has been made, the City intends to issue a bid and recommend a purchase to City Council so the first group of LED lights can be installed this summer.
